城市交通擁堵已成為當今世界各國在城市發展中普遍存在的問題，這種現象非但不會自動消亡，還會因經濟發展的加快而更加愈演愈烈。在越來越注重時效性當代社會里，交通擁堵問題已經成為阻礙我國社會發展的難題之一。此類問題如不盡快加以解決或緩解，勢必阻礙或延緩我國城市快速健康發展的步伐。
全國乃至全世界的諸多城市在發展過程中均被城市交通擁堵問題所不同程度的困繞著。在交通擁堵問題上，沈陽作為東北最大的重工業城市也是交通樞紐城市更是首當其沖的成為重災區。近年來，隨著社會主義經濟建設步伐的加快，城市的人口基數驟增，與之伴隨的是以私家車為主的機動車數量的直線上升，給本就難堪重負的城市交通增加了極大的壓力與不便。加以近年來沈陽公共交通發展緩慢、相關交通服務水平薄弱等諸多因素，更使交通擁堵現象日益突出，與之相關的問題也由之顯現出來。
本文對沈陽市目前的交通擁堵現象進行了系統化的分析并提出了筆者獨到的觀點與見解。首先從城市交通和交通擁堵等基礎概念入手，深入說明了交通擁堵問題的專有屬性及其給城市發展帶來的危害。然后，借鑒國內外的相關文獻，參照了城市規劃理論、經濟人假設理論、需求與供給理論和公共治理理論對交通擁堵問題進行分析，對沈陽交通擁堵現狀和已經采取的措施進行了疏理，從車輛、道路、駕駛員、市民素質及其治理方式等方面對問題進行了展開的疏導和分析。
此外，還比對和參照了國內外主要發達一線城市在治堵問題上采取的先進經驗，并作了合理的屬地化分析。最后，提出了解決沈陽市城市交通擁堵問題的對策和建議，包括完善路網結構等基礎設施建設、大力發展公共交通，征收交通擁堵費、增加停車費，發展智能交通系統，進行輿論宣傳，提高公眾素質等方面。
本文注重理論與實踐的結合，重點突出綜合整治以及解決措施，所提出的建議與對策具有一定的可行性、合理性和可操作性，希望能對該問題以及類似問題的解決提供一定的理論參考和文獻支撐。

Abstract
Urban traffic congestion has become today's a universal problem in thedevelopment of cities around the world, this phenomenon is far from automatic die,also due to the economic development speed and more intensified. In more and morepay attention to the timeliness of contemporary society, the problem of trafficcongestion has become one of the problems hindering the development of the societyin our country. If you don't as soon as possible to solve or alleviate such problems, isbound to hinder or slow down the pace of the city, rapid and sound development ofour country.
Many cities in China and around the world are in the process of development byurban traffic congestion problem stuck around. On the problem of traffic congestion,shenyang as the northeast's largest heavy industry bear the brunt of the city is also atransport hub cities and become the worst-hit areas. In recent years, with thequickening pace of socialist economic construction, urban population surge,accompanying with the number of private cars on vehicles of the straight line rise,give this emotional urban traffic has increased tremendous pressure andinconvenience. To shenyang in recent years, the slow development of public transport,traffic service level is weak, and many other related factors, more make traffic jamsphenomenon is increasingly prominent, and also shows by the related problem.
In this paper, the current traffic congestion in shenyang phenomenon has carriedon the systematic analysis and puts forward some original views of author andinsights. First of all, from the perspective of the urban traffic and basic concepts suchas traffic congestion, further illustrates the proprietary attribute of the trafficcongestion problem and its harm to the development of cities. Then, draw lessonsfrom the domestic and foreign related literature, with reference to the urban planningtheory, theory of economic man hypothesis, the demand and supply theory and publicgovernance theory to analyze traffic congestion, and measures have been taken aboutthe present situation of shenyang traffic congestion has carried on the discussion, fromthe vehicle, road, drivers, citizen quality and the way of governance problems in thechannel and analyzed. In addition, the comparison and reference to the domestic andforeign major developed cities on traffic problems take advanced experience, and thereasonable ShuDeHua analysis. Finally, put forward the countermeasures andSuggestions to solve the problem of shenyang urban traffic congestion, includingperfecting the construction of infrastructure such as road network structure,vigorously develop public traffic, congestion pricing, increasing the parking fee,development of intelligent transportation system, to carry on the propaganda, improvethe quality of the public, and so on.
This paper pays attention to the combination of theory with practice, highlightingthe comprehensive improvement and solutions, have put forward Suggestions andcountermeasures has certain feasibility, rationality and operability, hope to solve theproblem and similar provide certain theory reference and support.
