摘要
近年來，隨著經濟的高速增長，我國的社會環境發生了劇烈的變化，傳統的社會管理體系逐步瓦解，新的需求不斷涌現，尤其在城市社區的管理中，一場由社區管理向社區治理的轉型已經迫在眉睫。另一方面，隨著經濟發展和技術的進步，互聯網已經步入了千家萬戶，融入了大部分城市居民的日常生活，同時深刻的改變了社會資源的組織和分配方式，而“互聯網+”這一概念的崛起，更是證明了互聯網已經成為了我國的一項重要基礎設施，是當今中國任何經濟和社會領域改革都不可忽視的背景之一。
而從公共管理的學術領域來說，“治理”這一概念的出現和崛起，也是本文選題的主要學術背景。不同于傳統的行政管理，“治理”這一概念更強調包括政府、公民、社會組織等多種力量在公共管理中的合作，更多的體現了管理權向社會回歸的趨勢，與當今中國社會的發展進程是相契合的，是解決當前社會管理面臨的困局的一條值得嘗試的途徑，也因此受到了政府的重視，并逐步的開始了由社會管理向社會治理的轉變。
本文運用文獻研究、理論分析、案例分析、實證研究等方式，重點探討了互聯網+背景下，城市社區在治理上如何突破原有的格局，實現治理能力和服務水平的提升。首先厘清了城市社區、“互聯網+”、社區治理等幾個基本概念，并對城市社區治理創新的動因和目標進行了分析。接著分析了互聯網+與城市社區治理創新的關系，理順了其歷史脈絡，明確了其參與城市社區治理創新的必要性，并對其作用機制進行分析。隨后，通過理論分析的方式，對互聯網+參與城市社區治理創新過程中可能面對的種種問題進行羅列和分析。最后針對提出的問題分別給出了相應的對策和建議。

Abstract
In recent years, with the rapid growth of the economy, the social environment ofour country occurred dramatic changes, the traditional social management system hasgradually disintegrated, new requirements are constantly emerging, especially in theurban communities management, a transformation from the communities managementto the communities governance is imperative. On the other hand, with the economicdevelopment and technological progress, Internet has entered numerous households,Integrated into the daily lives of the majority of urban dwellers, and profoundlychanged the the organization and the distribution mode of social resources, the rise ofthe concept of “Internet plus” has proved that the Internet has become an importantinfrastructure of our country, and has been one of the background that any economicand social reform can not neglected in contemporary China.
From the public management academic field, the emergence and the rise of theconcept of “governance” is also the main academic background of this paper. Thisconcept is different from the traditional administrative management, “governance”emphasizes the cooperation of government, citizens, social organizations and otherforces in the public management, embodies the trend of return the management rightto the society, and the process is fit the development of contemporary Chinese society,and a worthwhile way to solve the dilemma of the social management, therefore it hasobtained the government's attention, and gradually started the transformation from thesocial management to social governance.
This paper uses literature research, theoretical analysis, case analysis andempirical study ways, discusses the “Internet plus” how to break the old pattern ofurban communities governance, achieve the improvement of governance capacity andsocial service. First, clarified some basic concepts such as the “Internet plus”,theurban community and communities governance, analyzed the motivations and goalsof urban communities governance innovation. Then analyzes the relationship between“Internet plus” and urban communities governance innovation, straighten out thehistorical context, the necessity of participating urban community governanceinnovation, and analyzed its working mechanism. Then, use the theoretical analysisway to listed and analyzed the problems which may occur in the process of Internetplus participation the innovation of urban community governance. Finally, the thesisrespectively put forward the corresponding countermeasures and suggestions.

Abstract
