摘 要
2000 年，我國作為世界第一人口大國正式宣布進入老齡社會，社會各界對養老問題的關注度空前高漲，人口老齡化是我國需要面對的社會現實。吉林省自2003 年進入人口老齡化社會以來，人口老齡化狀況有加速趨勢，養老服務需求明顯提升，這就要求吉林省養老服務業必須加快發展速度，提升發展質量，不斷適應和滿足養老服務的各種需求。
本文以吉林省養老服務業為研究對象，從養老服務業的相關概念與理論出發，通過實證分析，剖析吉林省養老服務業發展問題，根據吉林省經濟發展和養老服務業的需求，提出吉林省發展養老服務業的對策建議?？傮w而言，本文分為四個部分，首先，界定了養老服務業所涵蓋的范疇，歸納和總結了相關理論；其次，對西方國家養老服務業發展情況及政策進行了梳理，為吉林省發展養老服務業提供經驗；第三，分析吉林省養老服務業發展存在的問題和原因；第四，對吉林省養老服務業發展提出了對策建議。具體內容包括：
第 1 章緒論。主要將本文的研究背景、研究的意義、研究的內容和研究方法等交代清楚。
第 2 章養老服務業一般分析。明確界定養老服務業所涉及的相關概念，包括人口老齡化理論、馬斯洛需求層次理論和福利化理論，為分析吉林省養老服務業發展奠定了良好的基礎。
第 3 章吉林省養老服務業發展現狀及原因分析。本章通過分析吉林省老齡化現狀，認為目前吉林省人口老齡化的狀況是：人口老齡化超前于社會經濟發展水平老年人口規模持續擴大，比重持續上升，人口結構變化加劇了人口老齡化的嚴峻程度，據此提出吉林省養老服務業發展的緊迫需求。根據人口老齡化狀態，吉林省大力促進養老服務業發展，取得了一定成績。但是，仍存在著諸多問題，具體體現在：機構養老需求高與養老機構入住率低的矛盾；缺少醫護型養老機構，養老機構服務模式需創新；養老服務人員嚴重不足且素質偏低；社區和居家養老服務相對滯后；養老服務管理缺乏規范化和專業化；城鎮養老機構多數微利或虧損經營等。
第 4 章國外養老服務業發展經驗。通過分析英國、瑞典、法國、加拿大等西方發達國家養老服務業成功發展的經驗，總結出其中的特點，為發展吉林省養老服務業提供經驗借鑒。
第 5 章推動吉林省養老服務業發展的對策建議。針對吉林省養老服務業發展的需求和業已取得成功經驗，明確吉林省發展養老服務業的總體思路，探索吉林省養老服務業發展和完善的方向及政策措施。本章以持續滿足吉林省老年人日益增長的養老服務需要為出發點和落腳點，提出了完善吉林省養老行業發展體系提出相應政策建議：完善養老服務業發展制度建設，強化監督管理、注重政策扶持、統籌發展規劃，充分發揮政府的主導作用，積極創造發展環境和條件；通過轉變政府職能、創新體制機制、激發社會活力，充分發揮社會力量的主體作用，滿足多樣化的養老服務需求；通過開放市場準入、規范行業標準、整合社會資源，充分發揮市場在資源配置中的決定性作用，提供更加豐富的養老服務和產品，推動養老服務事業和產業協調發展；統籌規劃養老服務體系和設施建，拓寬資金投入渠道；培育發展社會組織，引導社會力量參與養老服務；創新養老模式，推動“醫養結合”整合發展；加強養老服務隊伍建設，規范養老服務管理等建議，以期對吉林省養老服務業的發展盡微薄之力。

Abstract
As the world's most populous country, China officially entered the aging societyin 2000, causing the community highly concerned about the pension issue. Theproblem of aging population has to be faced by us. Since Jilin province has enteredthe aging society in 2003, the demand for pension services has increased significantly,which requires the pension service industry to accelerate the pace of development,improve the quality of development, and constantly adapt to meet the needs ofpension services.
From the related concepts and theories of pension services, this paper takes Jilinpension services for study and makes some recommendations about how to improve it,through a combination of empirical and normative analysis. Overall, the paper isdivided into four parts. First, we define the scope of services covered by the pension,and summarize the relevant theories; Secondly, we collect the western country'sdevelopment status about pension services and related policies to provide someexperience for Jilin; Third, the problems and causes of pension service industry inJilin are analyzed; And fourth, we put forward some suggestions about pensionservice industry in Jilin Province.
Chapter 1 is Introduction. It will explain clearly the main research background,significance, research content and research methods.
Chapter 2 generally analyzes the problem of pension services. A clear definitionof the concepts involved in the pension services, including population Aging theory,Maslow's hierarchy of needs theory and welfare theory for analyzing pension serviceindustry in Jilin Province has laid a good foundation.
Chapter 3 analyses the Pension Service Industry's situation and problem in Jilin.
In the current situation analysis, we found that the aging of population is ahead of thelevel of socio-economic development and the elderly population continues to grow,which urgently requires a development of pension service industry in Jilin. Accordingto theaging population statues, Jilin Province vigorously promote the development ofpension service industryand has achieved some certain results. However, there are stillmany problems in Jilin Province's pension service industry, embodying in: the gapbetween high demand and low occupancy in pension institutions; the lack of quantityof health care-typepension institutions and innovations about pension institutionmodels; the serious shortage of high quality pension staffs; community andhome-based care services is lagging behind; the lack of pension service managementstandardization and specialization; most urban pension institutions operating profit orloss and so on.
Chapter 4 is an overseas of pension service industry experience. By analyzingthe successful development experience of the United Kingdom, Sweden, France,Canada and other Western country's pension services, we summed up thecharacteristics which provide experience for the development of Jilin pensionservices.
Chapter 5 is about some countermeasures to promote the development of pensionservice industry in Jilin Province. According to the demand for pension serviceindustry in Jilin Province and the success experience, a clear idea of the overalldevelopment of Jilin pension services has been found, while exploring the directionand improving policy measures. This chapter to continue to meet the growing elderlycare services in Jilin Province needs as the starting point and goal, by improving thedevelopment of the industry in Jilin Province pension system put forward policyrecommendations, including clarifying ideas, improve the pension systemconstruction and development of the service industry, strengthen supervision andmanagement focus on policy support, overall development plan, give full play to theleading role of the government, and actively create conditions for the development ofthe environment; Through the transformation of government functions, innovativeinstitutional mechanisms to stimulate social vitality, full play the main role of socialforces, to meet the diversified pension services demand; through open market access,regulate the industry standards, integration of social resources and give full play to thedecisive role of the market in allocating resources, and provide a richer pensionservices and products to promote the pension service business and industrialdevelopment. Proposed pension service system overall planning and construction offacilities; widen funding channels; foster the development of social organization, andguide social forces to participate in pension services; pension model innovation,promote medical support combined with integrated development; strengthen thepension service team building, standardize management pension services and otherproposals to the development of pension service industry in Jilin Province to makemodest force.
