摘要

產業集聚作為一種與制造業息息相關的區域產業組織形式，對區域經濟的增長起到了至關重要的作用。當前，浙江正處于新型城市化和新型工業化的發展階段，產業集聚發展面臨著集聚水平不高、要素保障薄弱等諸多困難。產業集聚區是浙江省經濟轉型升級時期推出的重要舉措，作為一種以政府主導形成的區域經濟形態，地方政府通過制定產業政策、提供公共產品和服務等方式發揮了不容忽視的作用，但同時也存在不足之處。地方政府如何進一步完善職能，發揮有效作用，促進產業集聚區高質量發展，是地方政府需要思考的問題。本文以杭州大江東產業集聚區為研究對象，采用文獻加實地調研的方法，首先對國內外關于產業集聚區發展的文獻進行了梳理，第二部分對杭州大江東產業集聚區設立背景和集聚區運行情況進行梳理，第三部分分析了地方政府在產業集聚區發展中發揮的作用：制定了發展戰略、完善了基礎設施建設、構建了創新平臺、維護了市場有效性。第四部分著重分析了大江東產業集聚區發展中存在的問題，并從地方政府角度分析了產生問題的原因：即地方政府職能偏差、要素瓶頸制約。在此基礎上，論文就完善地方政府對于產業集聚區發展的作用提出建議，通過轉變政府職能，完善市場機制，提升創新服務水平、推進產城融合發展來促進產業集聚區進一步發展。

Abstract.

Industrial agglomeration as a form of regional industrialorganization which is closely related to manufacturing industry, it playsan important role in regional economic growth. become the key todetermine regional industrial competitiveness and economic activity. Atpresent, zhejiang is in the stage of new-type urbanization and new-typeindustrialization, arid the industrial agglomeration development facesmany difficulties such as low agglomeration level and weak factorguarantee. The industrial agglomeration area is an important measureintroduced in the period of economic transformation and upgrading inzhejiang province. As a kind of regional economic form dominated by thegovernment, local governments have played an important role informulating industrial policies and providing public goods and services,but there are also shortcomings. How to further improve the function oflocal government and play an effective role in promoting high qualitydevelopment of industrial agglomeration area is a problem that localgovernments need to think aboutThe article takes Hangzhou dajiangdong industrial agglomerationarea as the research object, adopts literature and field research methods.

Firstly, it reviews the domestic and overseas literature about thedevelopment of industrial agglomeration area. Second玩it reviews theestablish background and running situation of Hangzhou dajiangdongindustrial agglomeration area. Third part, it analyses the role of localgovernment in the development of industrial agglomeration area:formulate the development strategy, improve the infrastructureconstruction, build the innovation platform,maintain the market efficiency.

Fourthly, it emphatically analyses the problem in the development ofindustrial agglomeration area, and analyzes the cause of problems fromthe Angle of local government:The function deviation, the elements ofbottlenecks. On the basis of this, the paper makes Suggestions on theimprovement of local government's role in the development of industrialagglomeration area,proposes to transform the government function,improves the market mechanism, improve the level of innovation service,and advances the integration and development of production city topromote the further development of industrial agglomeration area.
