摘要
隨著市場經濟的不斷發展和建筑企業地方保護政策的逐步取消，建筑企業的競爭日趨激烈，平均利潤開始下降。面臨如此嚴峻的市場形勢，只有加強建筑企業項目成本管理、提高項目管理水平、加強經濟核算、努力控制成本；在保證質量合格的前提下，做到成本低、工期短，才能提高項目的經濟效益。
HC 公司是中部地區建筑行業中項目成本管理比較規范的企業之一，在公司所屬的 18 個分公司中，已全部實行統一的財務管理模式，擁有符合公司客觀情況的項目成本管理制度。但是，目前還有許多分公司的項目成本管理都屬于粗放型管理模式，管理效果比較差，成本控制很不理想。所以，本文以 HC 公司作為典型研究對象，針對施工企業的項目成本管理做一定程度的改進性研究。
首先，概況分析了我國建筑項目工程領域的發展背景，對國內外相關研究理論進行了綜述，匯總了本文的研究內容、研究方法和主要創新點；然后，對建筑項目成本管理相關概念和成本管理方法、基本原則等作為本文的基礎理論依據，并對建筑項目成本管理目標責任制進行了較為詳細地闡述。
其次，對 HC 公司建筑項目成本控制現狀進行研究，包括公司的基本概況介紹、成本控制現狀、存在的問題以及產生因素這四個方面。其中，HC 公司成本控制現狀主要是對其項目管理模式和成本管理模式展開描述。
最后，結合公司的實際情況和市場發展規律，提出能夠保障 HC 公司建筑項目成本優化方案實施的建議與措施，分別從加強項目成本層次管理力度、完善項目成本控制組織結構、健全項目成本控制責任績效機制建設、推進信息化建設和優化控制體系建設這五個角度出發。
建筑項目成本控制是一項動態的復雜工程，具有較強的挑戰性。本文對建筑項目工程項目成本控制展開研究，主要目的是從理論上引導企業樹立一個成本控制的思想，結合實際情況和問題提出一個相對穩定、系統、有效的成本控制新體系，對成本控制的每一個環節進行優化，以期在保障項目質量的基礎上，降低企業浪費情況，提升企業的各項資源利用效率，增強企業的實際經濟收益。

Abstract
With the continuous development of the market economy and the gradualabolition of the local protection policy of building enterprises, the competition ofconstruction enterprises is becoming increasingly fierce, and the average profit beginsto fall. Faced with such a severe market situation, only to strengthen the constructionenterprise project cost management, improve project management level, strengtheneconomic accounting, efforts to control costs; in order to ensure the quality of thepremise, to achieve low cost, short period, to improve the economic benefits of theproject.
HC company is one of the enterprises in the central area of the constructionindustry project cost management is more standardized, in the company of the 18branches, has all the implementation of unified financial management model, with theobjective of the company's project cost management system. However, there are manybranch of the project cost management are extensive management model, the effect isrelatively poor, the cost control is not ideal. Therefore, this paper takes HC companyas a typical research object, for the construction enterprise project cost management todo a certain degree of improvement.
Firstly, this paper analyzes the development background of China's constructionprojects, summarizes the domestic and foreign related research, summarizes theresearch content, research methods and main innovation points. Then, the paperanalyzes the basic theory of the construction project cost management methods, basicprinciples, etcSecondly, the paper studies the status quo of the construction project cost controlof HC Company, including the company's basic situation, the status quo of the costcontrol, the existing problems and the factors that cause these four aspects. HCcompany cost control status is mainly to its project management mode and costmanagement mode, and pointed out that the company's current cost control is the useof project internal responsibility and full risk responsibility contract two models, andthe characteristics of these two models into a brief overview.
Finally, according to the research on the above problems and factors, this paperproposes a scheme to optimize the cost control system of HC, the control process, thecontrol content and evaluation system, which can further improve the cost controlsystem of HC company, and the three angles: improving project cost control system,building project cost management information system, and strengthening projectcost control system. This provides practical guidance for the construction enterprisesto enhance the core competitiveness of the market to provide a reference.
Construction project cost control is a dynamic and complex engineering, whichhas a strong challenge. In this paper, the construction project cost control is studied,the main purpose is to guide enterprises to establish a cost control theory, combinedwith the actual situation and problems to put forward a relatively stable, systematicand effective cost control system, to ensure the quality of the project, to reduce thewaste of enterprises, improve the efficiency of resource use, and enhance the actualeconomic benefits.
