摘 要
隨著人民物質生活水平的提高，公眾對現代公共服務的質量標準逐步升級，公路作為現代社會不可或缺的交通運輸通道，在提供公共服務的過程中發揮著關鍵作用。然而，因氣象、地質災害等自然災害和人為性交通運輸事故引發的公路突發事件發生頻率越來越高，現如今已成為影響公路運營、養護、管理和大眾安全出行的危險因子。面對日益多發的公路突發事件，我們該如何正確看待，又該如何科學高效地開展應急管理工作，從而達到有效預防危機、應對事故風險、化解矛盾的目的，這將成為當前公路行業急需解決的實際問題。
基于以上選題的背景，本文結合目前公路部門應急管理工作現況，重點研究當前形勢下公路部門開展應急管理各個工作環節的運行機制。文章主要采用文獻研究法和訪談法展開研究工作，在闡述公路突發事件應急管理相關概念和基本理論的基礎上，以筆者自身工作單位的公路突發事件應急管理現狀描述為起點，從應急管理制度建設、應急管理流程運作等方面概括筆者單位的公路突發事件應急管理現狀，總結應急管理實踐工作的地方性特點，并進一步發現阻礙公路應急管理工作發展的問題，這些問題涵蓋了全民應急管理思想認知、應急管理制度構建、應急處置綜合能力及應急智能化科技系統建設等方面存在的缺陷和不足。通過分析存在問題的原因，提出公路部門加強突發事件應急管理的對策與建議。
公路突發事件復雜多變而難以揣測的性質要求我們對事件的應急管理工作不能停止，筆者通過研究學習，希望能將總結出的一些意見作為公路交通行業提升應急管理綜合水平的方法指導與參考，從而對預防應對公路突發事件，降低社會損失，維持社會正常秩序、維護地方平穩發展發揮一定的實踐性指導作用。

ABSTRACT
With the improvement of people's living standards, the quality standard ofmodern public service has gradually upgraded. The highway as an indispensablemeans of transport in modern society plays a key role in the process of providingpublic services. However, due to the meteorological, geological disasters and othernatural disasters and man-made transportation accidents caused by the occurrencefrequency of highway accidents are becoming higher and higher, now has become theimpact of highway operations, maintenance, management and public safety travel riskfactors. In the face of the growing number of highway accidents, we should how totreat correctly, and how to carry out emergency management scientifically andefficiently, so as to achieve the purpose of preventing the crisis, the risk of accidentsand resolving contradictions, which will become the practical problems that thehighway industry needs to solve.
Based on the above background, this paper is combined with the current situationof highway emergency management, focusing on the current situation of the highwaydepartments to carry out emergency management of various work of the operatingmechanism. This paper mainly uses the literature research method and interviewmethod to study the problem of highway emergency management, summarizes thecharacteristics of emergency management, and further finds out the defects andshortcomings in the development of emergency management, such as emergencymanagement, emergency management, emergency management, emergencymanagement, emergency management and emergency management. Through theanalysis of the causes of the problems, the countermeasures and suggestions forstrengthening the emergency management of the highway departments are putforward.
The complex and volatile and difficult to guess the nature of the highwayemergency management can not stop the incident. The author hopes to be able to sumup some of the suggestions as a guide and reference for highway traffic industry toimprove the emergency management.

ABSTRACT
With the improvement of people's living standards, the quality standard ofmodern public service has gradually upgraded. The highway as an indispensablemeans of transport in modern society plays a key role in the process of providingpublic services. However, due to the meteorological, geological disasters and othernatural disasters and man-made transportation accidents caused by the occurrencefrequency of highway accidents are becoming higher and higher, now has become theimpact of highway operations, maintenance, management and public safety travel riskfactors. In the face of the growing number of highway accidents, we should how totreat correctly, and how to carry out emergency management scientifically andefficiently, so as to achieve the purpose of preventing the crisis, the risk of accidentsand resolving contradictions, which will become the practical problems that thehighway industry needs to solve.
Based on the above background, this paper is combined with the current situationof highway emergency management, focusing on the current situation of the highwaydepartments to carry out emergency management of various work of the operatingmechanism.
