摘 要
兒童是世界的希望和未來，兒童的成長和發展關系著整個人類社會的繁榮與昌盛。服務少年兒童是公共圖書館事業的重要組成部分，按照兒童權利的要求，公共圖書館應該為所有兒童平等服務，并在館舍分布、硬件配套設施、館藏資源、兒童館員等方面優先兒童，為兒童提供優質服務。
我國公共圖書館兒童服務發展起步比較晚，近年來，以首圖少兒館、深圳少兒圖書館為首的一批公共圖書館兒童服務發展良好，但相對于發達國家公共圖書館的兒童服務還有一定差距。我國幅員遼闊，各個地區公共圖書館兒童服務發展極不平衡，地區差別、城鄉差別非常明顯；我國兒童數量很大，但公共圖書館數量嚴重不足，遠遠達不到服務標準；公共圖書館兒童服務相關法律法規和服務政策的缺失，比如對服務兒童年齡的限制，讓公共圖書館兒童服務事業的發展受到了一定的制約；公共圖書館兒童服務配套設施不足、兒童館藏資源缺乏；專業館員數量不夠、業務素質有待加強；服務方式欠豐富，服務細節需注意等一系列問題比較突出。
英國的公共圖書館兒童服務發展起步比較早，歷史悠久，英國也是世界上公共圖書館事業比較發達的國家。通過比較中英兩國公共圖書館兒童服務發展現狀，分析他們的優點和不足，學習和借鑒英國公共圖書館兒童服務經驗，為改進我國公共圖書館兒童服務現狀提供參考和建議。
論文主要由五部分組成。第一部分簡要概述了論文的選題背景和研究意義、國內外研究現狀、研究思路和方法以及論文的創新點。第二部分首先對兒童的特點、圖書館兒童服務使命進行了分析，然后對中英兩國公共圖書館兒童服務概況進行了簡單的概述。第三部分從兒童服務基礎設施、專門館藏以及專業人員三個方面對中英兩國公共圖書館的兒童服務資源進行了具體的比較和分析。第四部分從服務項目、服務推廣以及服務所產生的影響三個方面對中英兩國公共圖書館兒童服務項目及推廣情況進行了具體比較和分析。第五部分提出改進我國公共圖書館兒童服務的策略和建議。

Abstract
Children are the hope and future of one nationality. The growing anddevelopment of children have a significant effect on the progress and development ofhuman. To this end, library service to children plays an important role in the publiclibrary. According to the Right of child, public library should provide the equalityservice for all of children, as well as enough library distribution, facilities, libraryresource and staff for the children. This could make the children obtain a better libraryservice.
However, few researches focused on children service of public library in China.
Though a series of Children's library, such as Capital children's library and Shenzhenchildren's library, have a good development, there still remains a gap between ourcountry and the developed country. Therefore, a series of problems should be settledin future. For examples, an unbalance development of library service to children isexisted in China owing to the vast land, especially the regional difference andurban-rural difference. There is a sharp shortage of public library due to too muchchildren in our country, which is beyond the standard of library service to children.
Furthermore, there is still much space for the development of relative law and policyof public library child's service. Additionally, some problems have been presented inthe library service, such as the library facilities, library resource, staff for the children,professional quality, service manner and details.
On the other hand, the library service to child in United Kingdom （UK） havebeen attracted much attentions in early stage. UK is one of the countries with bestpublic library in the world. With this in mind, the thesis investigated the differencebetween China and UK via comparing the development of library service to child ofboth countries. Then, we adopt the merits of library serve for child in UK and furtherpropose some strategies to improve the public library child's service in our country.
The thesis is composed of five parts. Firstly, we introduced the background ofthis project, development, research approach and method, as well as the highlight.
Secondly, an analysis of child's characteristics and the mission of library child serviceare elucidated. A comparison of facility for child service, library resource and staffbetween China and UK are descried in the third part.Then, the service project,promotion of service and service effect between China and UK are compared, shownin forth part. Finally, we propose the suggestions for improving the library service tochild in China.

Abstract
