摘 要
樂亭縣的投資環境雖然不斷優化，但仍然存在基礎設施建設不完善、相關保障機制不健全以及投資環境建設責任追究執行法力等問題，對樂亭縣投資環境建設造成了嚴重的影響，因此，如何優化樂亭縣投資環境成為樂亭縣政府面臨的首要問題。
本文主要采用的研究方法包括文獻綜述法、比較分析法以及理論與實踐結合法。第一，本文首先對投資環境的概念、類型以及作用進行了簡單的分析和介紹，隨后分別選取包括比較優勢理論、壟斷優勢理論以及國際生產折衷理論在內對外直接投資動因的理論以及包括增長極理論、點軸開發理論以及梯度轉移理論在內的引進外商投資動因的理論進行闡述。第二，對京津冀協同發展的背景進行了論述，重點分析了京津冀協同發展對當前樂亭縣的交通、稅務金融、人才、醫療等方面產生的影響。
并通過對樂亭縣基本投資環境和三區一園建設現狀分析，并對樂亭縣投資環境進行了 SWOT 分析，從而為有針對性的提出樂亭縣投資環境優化的對策奠定基礎。第三，通過分析樂亭縣投資環境調查問卷，找出了投資環境存在的問題，具體包括思想不夠解放、服務質量尚待提高、執法不夠規范、優惠政策仍需挖潛、市場環境還需不斷優化以及要素供給有待加強等六個方面問題。通過對問題的分析，為進一步優化樂亭縣投資環境，找出了問題的關鍵點。第四，在樂亭縣投資環境建設存在問題分析的基礎上，依據優化投資環境的原則和方法，結合樂亭縣投資環境優化的實際，提出從樂亭縣投資服務環境優化、加快樂亭縣新型城鎮化建設進程以及健全樂亭縣投資環境優化的保障機制等三個方面優化樂亭縣投資環境的基本策略。
本文研究以樂亭縣投資環境建設現狀為切入點，從樂亭縣投資環境建設的成效、存在的問題等幾個方面對樂亭縣投資環境進行整體的評價分析，并在此基礎上結合樂亭縣的實際情況，提出與樂亭縣社會經濟發展相適應的投資環境的優化策略，以期待為樂亭縣的投資環境建設貢獻自己的一份微薄力量。
