摘要
目前西方很多國家就存在著尋租現象，當然處于轉型期的中國也不例外。尋租行為的理論時間興起短暫，但是其理論普遍影響了政治學的各個分支，也為社會學、經濟學、法學和行政管理學提供了新的研究思路。群體性尋租更是以一種前所未有的姿態在中國的經濟市場和政治市場中盛行。這些尋租活動對我國的社會主義經濟體制的改革和社會公平公正的實現都產生了十分不利的影響。群體性尋租的研究對我國政治和經濟生活存在的問題有很強的指導意義，同時對于正在進行中的經濟體制改革也有著一定的作用。目前，我國政治經濟學界有很多利用尋租理論分析尋租腐敗問題或尋租造成的浪費問題，如權力尋租、制度尋租、尋租行為、尋租的邊際效應等，而對群體性尋租行為的研究鮮有涉及，大多散見于各類相關的研究成果中。本文對群體性尋租行為的研究可以完善和補充學術界一些學者對其的研究內容和成果。本文從政治學的角度出發，主要運用了思辨法和經驗法。思辨法是理論性的研究方法，可以借助概念進行理論思維；經驗法多從自身的經驗角度出發，在研究的過程中注重運用可以觀察和測定的經驗材料對人類行為或者社會現象的考量和分析。
本文分為六個部分。
第一部分導論。說明了選題的理論背景、國內外研究現狀、研究方法、研究目標和創新之處。
第二部分尋租理論與治理派別。對尋租和群體性尋租的含義做了分析，并介紹了各個理論派別。
第三部分為群體性尋租中的經濟關聯性。從公共權力的支持要素出發分析了群體性尋租的利益偏好、普遍目的、需求和供給的根源以及增加的社會成本。
第四部分為群體性尋租中的權力關聯性。從馬克思政治學的公共權力的角度分析了公權泛化的可能性。
第五部分為群體性尋租的治理策略。分析了群體性尋租的負面效應，以及治理的理論依據和策略。
第六部分為結語。對全文做出總結和概括。

ABSTRACT
Rent-seeking behavior of popular not only in western countries, but also is in thetransition period of China's widespread economic phenomenon in the development ofmarket economy, although the theory of rise time is short, but its theory generallyaffected the politics of each branch, as well as sociology, economics, law andadministrative management provides a new research idea. Mass rent-seeking is in anunprecedented gesture in China's economic and political market. The rent-seekingactivities of China's socialist economic system reform and the realization of social justicehas had a very adverse effect. Research group rent-seeking behavior, to promote China'seconomic system reform, to recognize China's political problems existing in theeconomic and social life has a strong practical significance. At present, our country has alot of political economics analysis using the theory of rent-seeking rent-seekingcorruption or waste problem caused by rent-seeking, such as power rent-seeking,institutional rent-seeking, the rent-seeking behavior, and the marginal effect ofrent-seeking, and few involved in the study of mass rent-seeking behavior, mostlyreferring to all kinds of related research results. In this paper, the study of massrent-seeking behavior, can serve as a theoretically research achievements of previousscholars further supplement and rent-seeking theory development and perfection. Fromthe perspective of political science, this paper mainly USES the speculative method andexperience method. Speculative method was conducted with the aid of concept theorythinking method, is a kind of pure theory research methods; And empirical method fromthe perspective of behavioral research, pay attention to the experience in the study materials and empirical study, using the observable and measurable, quantifiableexperience materials to analyze the social phenomenon and social behavior.
This article is divided into six parts.
The first part of introduction. Introduced the selected topic background, researchstatus at home and abroad, research methods and research objectives and possibleinnovation place.
The second part of the rent-seeking theory and governance. Analysis of rent-seekingand group the meaning of rent-seeking, and introduced the theory of various parties.
The third part is the group of rent-seeking economic relevance. Mass are analyzedfrom the points of the support elements of public power rent-seeking interests preference,general purpose, the source of supply and demand and the increase of social costs.
The fourth part is the group of rent-seeking power correlation. From the perspectiveof the public power of Marx's political science, the public rights the possibility ofgeneralization.
The fifth part for group governance strategy of rent-seeking. Mass is analyzed thenegative effect of rent-seeking, and the foundation of governance theory and strategy.
The sixth is divided into conclusion. Give a summary to full text and summarized.

摘要
目前西方很多國家就存在著尋租現象，當然處于轉型期的中國也不例外。尋租行為的理論時間興起短暫，但是其理論普遍影響了政治學的各個分支，也為社會學、經濟學、法學和行政管理學提供了新的研究思路。群體性尋租更是以一種前所未有的姿態在中國的經濟市場和政治市場中盛行。這些尋租活動對我國的社會主義經濟體制的改革和社會公平公正的實現都產生了十分不利的影響。群體性尋租的研究對我國政治和經濟生活存在的問題有很強的指導意義，同時對于正在進行中的經濟體制改革也有著一定的作用。目前，我國政治經濟學界有很多利用尋租理論分析尋租腐敗問題或尋租造成的浪費問題，如權力尋租、制度尋租、尋租行為、尋租的邊際效應等，而對群體性尋租行為的研究鮮有涉及，大多散見于各類相關的研究成果中。本文對群體性尋租行為的研究可以完善和補充學術界一些學者對其的研究內容和成果。本文從政治學的角度出發，主要運用了思辨法和經驗法。思辨法是理論性的研究方法，可以借助概念進行理論思維；經驗法多從自身的經驗角度出發，在研究的過程中注重運用可以觀察和測定的經驗材料對人類行為或者社會現象的考量和分析。
本文分為六個部分。
第一部分導論。說明了選題的理論背景、國內外研究現狀、研究方法、研究目標和創新之處。
第二部分尋租理論與治理派別。對尋租和群體性尋租的含義做了分析，并介紹了各個理論派別。
第三部分為群體性尋租中的經濟關聯性。從公共權力的支持要素出發分析了群體性尋租的利益偏好、普遍目的、需求和供給的根源以及增加的社會成本。
第四部分為群體性尋租中的權力關聯性。從馬克思政治學的公共權力的角度分析了公權泛化的可能性。
第五部分為群體性尋租的治理策略。分析了群體性尋租的負面效應，以及治理的理論依據和策略。
第六部分為結語。對全文做出總結和概括。

ABSTRACT
Rent-seeking behavior of popular not only in western countries, but also is in thetransition period of China's widespread economic phenomenon in the development ofmarket economy, although the theory of rise time is short, but its theory generallyaffected the politics of each branch, as well as sociology, economics, law andadministrative management provides a new research idea. Mass rent-seeking is in anunprecedented gesture in China's economic and political market.
