摘 要
能源作為國家重要的戰略物資，是一個國家人民賴以生存的基本資源，目前俄羅斯與中國在政治，經濟領域合作較多的大背景下，兩國經濟發展緊密相連，雙邊貿易關系合作上升到很大的高度。中俄關系在良好的政治背景之下，能源合作也在逐漸加深，這主要因為中國是經濟發展最快的國家，在經濟發展同時對于能源的需求也在增大，巨大的能源缺口需要俄羅斯這樣的能源出口國家來彌補，而俄羅斯目前正處于世界政治被鼓勵的時期，經濟限制已經開始影響到俄羅斯經濟的正常發展，再加上能源價格不斷走低，俄羅斯也需要與中國建立一個長期穩定的合作關系來穩固能源經濟。巨大的能源互補需求給中俄雙方國家的能源合作打下堅實的基礎。不管是烏克蘭危機還是中東敘利亞問題的分歧，讓俄羅斯都與歐美國家處在比較微妙的地位，俄羅斯更需要通過能源外交來拉攏中國，提升俄羅斯自由的經濟基礎，中俄能源合作對中俄雙方都需要很大的要求，而合作帶來的果實更是對雙方最好的結果。
本文首先分析能源相關理論基礎，針對中俄能源總量現狀，使用統計數據與現代國際經濟學分析工具，通過數據的分析，分析中俄能源合作的基本現狀及存在問題，主要存在俄羅斯方面的制約因素包括政策落實難，外商投資環境差，中國方面制約因素包括缺乏有效能源協調機構等問題。然后通過中國和俄羅斯能源工業發展情況比較，運用比較分析法分析中國和俄羅斯能源工業發展差距，針對雙方的能源合作互補性提出相應的對策和建議，確定雙方合作的基礎，闡述俄羅斯方面對于石油，天然氣等相關能源的基本國策，最后提出改善中俄能源合作的建議，分別從俄羅斯角度分析，俄羅斯制定國內能源執行機制，俄羅斯政府改善外商投資環境，能源合作能夠帶給本方政治，貿易紅利等更大利益，對滿足上述利益基礎上提出更多的建議。從中國角度分析提出改善兩國能源合作存在的問題措施，加大頁巖氣能源的開發力度，制定對俄能源協調機制，對于國內能源企業給予更多的優惠政策。中俄能源合作的基礎是政治協商一致，人民充分互信，把能源合作上升到國家戰略合作高度，這樣對于國家能源安全及經濟發展基礎都是一個不錯的選擇，未來中俄雙方應該多建立類似上海合作組織這樣的平臺來深化中俄能源合作，拉近更多的能源出口及進口加入上海合作組織這個大家庭，俄羅斯要做的是盡快擺脫日漸增長的能源價格被動局面，減少歐佩克組織對石油及天然氣定價的機制困擾，相信中俄雙方在能源合作上走的越來越遠。

Abstract
Energy as the country's important strategic material, is a country's basic resources for thesurvival of the people, at present Russia and China in the political, economic cooperation in thebackground, the two countries are closely linked to economic development, bilateral traderelations and cooperation has increased to a great height. Sino Russian relations in a good politicalcontext, energy cooperation is gradually deepened, this is mainly because China is the fastestgrowing economy in the economic development of energy demand is also increasing, the hugeenergy gap requires Russia's energy exports to make up, and Russia is currently in the period ofworld politics is encouraged, economic restrictions have begun to affect the normal developmentof Russia's economy, coupled with the continued decline in energy prices, Russia also needs toestablish a long-term stable cooperative relations with China's energy economy. Huge energycomplementary needs to the Sino Russian energy cooperation between the two countries to lay asolid foundation. Regardless of the Ukraine crisis or the Middle East Syria issues, so that Russiaand European countries in a more delicate position, Russia needs to win through energy diplomacyto win China, to enhance the economic foundation of Russia's energy cooperation between Chinaand Russia are required to be great, and the fruits of cooperation is the best results for both sides.
Firstly, this paper analyzes the energy related theory basis, the current situation of SinoRussian energy, the use of statistical data and modern international economic analysis tools,through the analysis of data, the basic situation and existing problems of Sino Russian energycooperation, mainly in Russia, including the implementation of the policy, foreign investmentenvironment is poor, China's constraints include lack of effective energy coordination mechanismand other issues. And then through the development of energy industry in China and Russia, theuse of comparative analysis of China and Russia's energy industry development gap, to determinethe basic national policy of the two sides, to determine the basic national policy of Russia, naturalgas and other related energy, and finally put forward suggestions to improve Sino Russian energycooperation. From the perspective of China, to improve the energy cooperation between the twocountries, to increase the intensity of the development of shale gas energy, the development of theRussian energy coordination mechanism for domestic energy companies to give more preferentialpolicies. Sino Russian energy cooperation is the basis of political consensus, the people's fullmutual trust, energy cooperation between the national strategic cooperation, so that the nationalenergy security and economic development is a good choice, the future of Sino Russian energycooperation should be more and more energy exports and imports into Shanghai CooperationOrganization this big family, Russia should do is to get rid of the growing energy price passivesituation, reduce the oil and natural gas pricing mechanism, believe that China and Russia onenergy cooperation more and more far.
