摘要

國家級開發區是我國對外開放戰略進程的重要組成部分，是繼我國經濟特區取得成功后，建立起來的新型的專業化特定經濟發展區域。經過三十年的建設和發展，國家級開發區逐漸成為中國經濟最突出的增長點，并且在適應經濟全球化發展和國內經濟體制改革方面發揮了巨大的作用。這主要得益于資源要素和優勢政策的集聚，最重要的是得益于開發區靈活多樣的管理體制模式。然而，伴隨著我國經濟社會的發展歷程，國家級開發區的創新發展面臨著種種因素的制約，開發區的管理體制作為園區創新發展的內在驅動力，其現有的模式正受到愈加嚴苛的挑戰。如何通過管理體制創新突破發展瓶頸，再造發展新優勢， 是當前各級政府需要應對的一個重要現實課題。

針對上述背景，本文以國家級開發區的代表-國家級經濟技術開發區的管理體制作為研究對象，通過多次園區走訪和調研，對掌握的第一手園區管理體制方面的資料進行深入研究，論文以 6 個國內外的先進開發區為典型案例，詳細分析了我國國家級開發區管理體制的發展現狀，闡述了我國國家級開發區管理體制的特點和所存在的問題。論文最后提出了創新開發區管理體制的目標及建議，為探討我國開發區創新發展管理體制的途徑提供了理論和制度的參考。

Abstract

National Development Zone is an important part of our opening-upstrategy and a newly built specific economic development zone inspecialization after our success in building Special Economic Zones.Through thirty years' construction and development, it has graduallybecome the most prominent growth point in China's economy andplayed a huge role in adapting the development trend of economicglobalization and domestic reform in economic structure. This is mainlythanks to the agglomeration of resource factors and policy advantage,especially flexible management system mode in development zone.Withthe development of our economic society, however, the innovativedevelopment to National Development Zone has been facing a variety ofrestricting factors and its existing mode has been severely challengedincreasingly as a management system to internal driving force. It is animportant realistic issue for governments at all levels to address on howto break the development bottle neck and rebuild advantages againthrough management institutional innovation.

Based on the above background, this article analyses the currentsituation of the management system in our National Development Zoneand presents its advantages and challenges, by taking the managementsystem of National Economic-Technological Development Zone,representing National Development Zone, as a research object, makingenormous amount of research and the first-hand data of managementsystem on development zones, as well as taking 6 typical cases of advanced development zones from home and abroad. In the end, themeaning, target and suggests on the innovation of management systemin development zone are put forward in this article, providing theoreticaland system reference to the innovative development approach formanagement system in development zones.
