隨著城市化和社會主義市場經濟的不斷發展，市政基礎設施建設需求也逐年提升，各地方政府對市政工程投入在不斷增加，進而提升了市政道路工程的施工工藝改進和管理水平，從而市政道路工程質量也有了相應飛躍，這給各地區的經濟發展創造了優良的硬件環境。
市政道路工程項目因其特殊性，具有許多區別于其他工程的特點。這包括工期不宜過長，路面的立體分布，地下、地面及空中管線，公用設施以及交通設施與道路的建設同步等。這些特殊問題不僅增加了市政道路工程建設的困難性和復雜性，從而往往容易出現一些特殊的質量問題?；诖?，市政道路工程建設過程中應高度重視質量監管問題，以提高道路的質量水平。
本文主要結合長春市龍湖大路的建設情況，將工程建設實踐與相關的質量監管理論相互結合，對相應的質量監管方法作了較為深入的探索，剖析了政府監管在市政道路建設中發揮的作用，根據其經驗及不足的總結，提出相應的改進措施。
本文首先概述了市政道路工程質量以及質量監管的相關理論，闡釋了市政道路質量的弊病和監管缺陷。然后，論述了市政道路工程質量監管的影響因素，分析了市政道路工程項目基于全過程的質量監管內容，包括勘察設計階段、施工階段、竣工驗收階段，梳理各階段的質量監管工作的要求和控制要點。繼而，分析了市政道路工程質量監管的難點，探究市政道路工程質量的政府監管，對比政府監管與社會監理的一致性和差異性，以及政府監管存在的相關問題與改進趨勢。最后，通過長春市龍湖大路工程建設的具體案例分析，將理論付諸于實踐，介紹了其工程概況與質量監管措施，并研究政府在質量監管過程中所采取的相應措施。
本文通過對市政道路工程質量監管的研究，進一步明確了質量監管在市政道路工程建設中的重要作用，分析了政府部門的監管作用。市政道路工程質量的政府監管能力的不斷提升，將對市政道路建設的質量監管具有一定借鑒意義。

Abstract
With the development of social economy and rapid speed of urbanization,construction of municipal road engineering is also developing in order to improvebetter environment of economic development, which stimulates increasinginvestment in municipal road engineering, enhancing quality of constructiontechnology and management.
The construction of roads involves a lot, while municipal road engineering hasits own characteristics that include short in time limit, complex undergroundpipelines or pipelines underground or on ground, scientific design for undergroundpassage and pedestrian bridge, synchronous construction of public facilities,transportation facilities and roads. All these make it more challenging for municipalroad construction. Therefore, it is of great importance to consolidate quality of roadconstruction management during the process of road construction.
The thesis aims to focus on countermeasures to improve quality management inroad construction, by combining dory and construction practice, comparing differentmethods of quality regulation and analyzing functions of government in supervision.
The thesis first outlines the theory of municipal road engineering quality andquality regulation, explains the shortcomings and regulatory defects of municipalroad quality. Then, discusses the factors influencing the quality regulation ofmunicipal road engineering , analyzes the municipal road engineering project qualityregulation contents based on whole process, including survey design stage,construction stage, the completion acceptance stage, and control of each stage ofcarding quality supervision work points of claim. Then, analyzes the difficulties ofmunicipal road engineering quality regulation, government supervision to explorethe municipal road engineering quality, consistency and differences betweengovernment regulation and social supervision, government regulation and relevantproblems existing and improvement trend. Finally, through the concrete case of theLonghu Road in Changchun city analysis, to put the theory into practice, introducesthe general situation of the project and quality regulation measures andcorresponding measures taken by the government in the process of qualityregulation.
All these are playing an important part in guaranteeing and improving qualitycontrol. In sum, conclusions are drawn to emphasize essential role of government inquality control, which has implications for municipal road construction.
