摘要
黨的十八大報告中，用大量的篇幅論述未來我國社會保障體系改革方向。報告中提到，要建立更全面、更完善的社會保障體系。社會保障是福利體制的一部分，體現了公平與效率問題，對社會的發展起到重要的促進作用。中國的社會保障制度改革要以中國實際為基礎，也要借鑒世界其它國家的改革經驗，尤其是英國的福利制度改革經驗。英國是世界上第一個建立福利制度的國家，也是第一個針對本國的福利制度進行持續改革的國家，其福利制度改革經驗對我國的社會保障體系改革具有非常重要的借鑒意義。
本文主要論述了英國福利制度建立和改革的過程，并在論述的過程中，探討其對完善我國的社會保障制度的經驗啟示。文章共分為五個部分，第一部分是引言，主要內容包括研究的背景、意義和方法，并在最后對相關概念進行了解釋；第二部分主要介紹了英國福利國家的建立和主要內容；第三部分主要分析了撒切爾政府的福利制度改革，分別從改革的背景、改革的過程和取得的成效入手；第四部分分析了布萊爾政府對英國福利制度的改革，并相應的探討了其改革的背景、過程和成效，為探討對中國的啟示做好鋪墊；最后，考察了中國社會保障體系的現狀及存在的問題，并在總結英國福利制度改革的經驗基礎上，提出了中國社會保障改革的一些建議。

Abstract
Social Security is part of the welfare system, it is the reflection of fairness andefficiency and has a positive effect for maintaining social stability In order toestablish a more comprehensive and better social security system, China governmenthas already pay a lot attention on its government paper released in 2012.In this paper,it said the reform of the social security system in China should base on China's ownnational conditions and learn the reform experience of other countries in the rest ofthe world, especially the experience of UK.UK is the first country to establish welfaresystem which is also the first country to reform it, so its reform experience of welfaresystem a very important reference for the reform of the social security system inChina.
This paper is divided into five parts to discuss the British welfare reform and theenlightenment to Chinese social security reformation. The first part is the introduction,including research background, significance, research methods and the concepts ofwelfare state and social security; the second part introduces the establishment of theBritish welfare state and its main content; Part III focuses on the Thatcher governmentbenefits Reform of the welfare system, mainly analyzing the background of thereform, the reform process and results; fourth part analyzes the Blair governmentreform Britain's welfare system, and accordingly exploring the background of itsreform process and outcome; and finally, examines the current situation and problemsof China's social security system, put forward some suggestions to the China socialsecurity reform, basing on of the experiences of the British welfare system reform.
