摘要

守法精神是社會主體對法律一種理性的自覺把握，社會主體從內心去體認法律，并自覺去信仰和遵守法律，把法律變成一種精神植入在自己的心里。守法精神作為近代社會的產物，它的形成需要基本的構成要素：市場經濟、市民社會、良法品格、社會主體。

這些要素缺一不可，它們是相輔相成的。守法精神作為法治社會建設中的主要構成要素，它在法治社會建設中具有重要的理論和實踐意義。

經過幾十年的發展，我國的法治社會建設已經取得了很大的發展，但是我國公民守法精神還存在缺失的現狀，造成這種現狀的原因既有歷史原因也有現實原因。隨著社會的發展，培育公民守法精神已變得日益迫切。我們應該從這些原因中去尋找突破口，培育我國公民的守法精神。培育公民守法精神是一項漫長而浩大的工程，它需要加強經濟建設、完善法制建設和道德建設，創造有利于培育公民守法精神的社會氛圍。還需要公民提高自己的法律信仰、法律意識和完善的道德品質。只有具備這些條件，才可以培育和完善我國公民的守法精神。

Abstract

Law-abiding spirit is rational self-conscious grasp to social subject, the social subjectunderstand and perceive law with their heart, they aslo believe in and respect law consciously,they embedded the law into their heart as a kind of spirit. As a product of modern society, theformation of law-abiding spirit needs fundemental elements: market economy, civil society,excellent personality, social subject. these elements are all important, no one can be dispensedwith. they are complementary to each other. As the main element in the construction ofsociety with rule of law, law- abiding spirit has very important theoretical and pragmaticsignificance in the construction of society with rule of law.

After decades of development, the construction for society with rule of law of our countryhas made a great achievement, but the historical and practical reasons give rise to the absenceof law-abiding spirit among our citizens. With the development of the society, it has becomeincreasingly urgent to cultivate the law-abiding spirit among citizens. We should find thebreakthrough from these reasons and foster the law-abiding spirit among our citizens. Tocultivate the law-abiding spirit is a long and big project as it needs to develop the socialistmarket economy, democratic politics and spiritual civilization, strengthen the lawpopularization work, improve the legal consciousness and moral quality of state personnel,create a social atmosphere that is beneficial to cultivate the law-abiding spirit among citizens.

Moreover, citizens need to improve their legal consciousness and moral quality, recognize andrevere the law from their inner most being. At the same time, for our theoretical circle, it alsoneeds us to enhance the theoretical research for law-abiding spirit, and provide theoreticalsupport to the construction of society with rule of law and cultivation of law-abiding spiritamong citizens. Only have these conditions, cultivation and perfection of law-abiding spiritamong citizens can be done.
