摘 要
公共政策是公共利益的集中表達和體現，是管理國家事務的工具，服務于社會的進步與發展。輿論傳播在公共政策的過程中一直扮演著舉足輕重的作用。
正確的運用輿論傳播方式，能夠為公共政策的制定與推進編織良好的實施環境；能夠為公共政策的制定者、執行者與受眾者建立一架良好的溝通橋梁，幫助公共政策的修正；還能夠對公共政策的執行給予適當的監督。輿論傳播方式用的好，就可以成為公共政策的“前鋒”和“喇叭”.
輿論傳播方式用的不妥當，則會引起突發事件，或將突發事件推向難以控制的局面。尤其是在“微博”“微信”的興起后，繁冗的信息和數據增加了輿論環境的“噪音”.
所以，公共政策的輿論傳播方式主要探討的是有效的傳播方式，一言以蔽之，公共政策主體應當主動設置議程引導大眾輿論。只有了解了公共政策與輿論傳播直接的關系，才能知道如何運用正確的輿論傳播方式，這正是本論文的研究意義所在。
本論文的第一部分是文獻綜述和簡單介紹了本文使用的研究方法。第二部分重點介紹了核心概念：輿論與輿論傳播，公共政策與公共政策過程。第三部分是以五個案例通過正反面分析探討在公共過程中輿論傳播方式運用的結果及其原因。這五個案例都是我工作中遇到的真實案例，希望在個案的分析成果中總結出一定的經驗。第四部分是我通過分析從宏觀、中觀、微觀上尋找的一些改善公共政策中輿論傳播方式的對策。第五部分為結語。

ABSTRACT
Pubilc policy is a tool for management of state, it serves the social progress anddecelopment. Public opinion has been playing the role of play a decisive role inthe process of public policy.
The correct use of the dissemination of public opinion, to weave a goodenvironment for the implementation and promotion of public policy; toestablish a good communication bridge for public policy makers, executors and theaudience, to help correct the public policy; public policy implementation is also ableto give proper supervision.Public opinion propagation mode with good, can becomea public policy of “forward” and “horn”.
Public opinion propagation mode is not used properly, it will cause unexpectedevents, or events to be difficult to control the situation. Especially inthe “micro-blog” “WeChat” after the rise of the information and data, butincreasethe public opinion environment “noise”.
So, the public policy public opinion dissemination way mainly discussesthe effective means of communication, to sum up in a word, the subject of publicpolicy should take the initiative to set the agenda and guide public opinion. Only byunderstanding the public policy and public opinion direct relationship, in order toknow how to use the correct public opinion dissemination way, this is wherethe significance of this research.
The first part of this paper is a literature review and introduces the researchmethods used in this paper. The second part mainly introduces the coreconcepts: public opinion and public opinion, public policy and publicpolicyprocess. The third part is to explore the process of the spread of public opinion in thepublic use of reasoncaused negative results in two cases. The fourth part is to explorethe good use of the positive effect in the process caused by public opinion in threecases, and public opinion dissemination way properly affected byreason of negativeto positive. These five cases are the real case encountered in my work, I hope to sumup theexperience in the case of the analysis results. The fifth part is through theanalysis from the macro, I find the meso, micro some improvement in thedissemination of public opinion public policy measures. The sixth part is theconcluding remarks.
