圖書館權利作為保障公民知識自由、維護公民合法權益的重要基礎，為越來越多的人熟知。本文從圖書館權利的涵義、內容入手，根據不同國家、不同時期的不同理解，梳理、總結圖書館權利的各項內容；通過重點分析圖書館權利存在的合理性，即圖書館收集資料自由的合理性、圖書館提供資料自由的合理性、圖書館保守讀者秘密的合理性，以證明圖書館權利的重要意義；同時任何權利都不可能是絕對的，圖書館權利在實施過程中也一定存在必要的限度，本文也將對圖書館收集資料自由的限度、提供資料自由的限度、保守讀者秘密的限度進行分析，供讀者從多方面、多角度了解圖書館權利。通過本文闡述，讀者可以更深入地了解圖書館權利從而有效地利用圖書館；圖書館員在實際操作中可以找到合理性與限度之間的平衡點，使圖書館權利的行使既合理又合法。

Abstract
Library rights as an important basis of safeguard intellectual freedom andsafeguard citizens' lawful rights, more and more people know about that. This articleobtains from the meaning and content of library rights, according to the differentunderstanding of different countries and different times at home and abroad, thispaper introduces the various content of library rights; By focusing on the rationality ofthe of library rights, that is, the rationality of the library collection informationfreedom, the rationality of the library providing information freedom, the rationalityof keeping the library readers secrets, to proving the importance of library rights; Atthe same time, There is no right is unlimited, library rights must also exist the limitsof necessity in the process, this article also analysis the limits on the freedom of thelibrary collection information, the limits of providing information freedom, the limitsof keeping the reader secrets, and for readers from various aspects, everyoneunderstand the library rights.
