摘要
在中國社會轉型的大背景下，非政府組織（non-governmental organization,簡稱 NGO）已引起政府、學術界、媒體及大眾的關注，成為具有理論價值和現實價值的研究熱點。本研究基于組織行為的角度，運用社會行動理論和資源依賴理論，采用問卷調查和個案研究相結合的研究方法對非政府組織社會救助行為進行了調查，考察非政府組織現狀，分析組織環境下非政府組織參與社會救助行為，探索在社會轉型大背景下，非政府組織以特有的優勢參與弱勢群體社會救助的實現路徑，并就非政府組織參與社會救助中存在的問題提出對策和建議。
本研究在實證研究的基礎上得出以下基本結論：第一，非政府組織基本現狀：樣本中，超過一半的非政府組織成立時間在 3、5 年以內，呈年輕化態勢；大部分機構在民政部門登記注冊； NGO 活動范圍主要在一個市、區、縣范圍之內； NGO 專職人員的規模普遍偏小，大部分 NGO 專職人員在 1-10 人之間；從業人員的文化程度呈現兩頭小，中間大的格局。NGO 的收入來源主要是依靠政府，主要通過政府采購和項目委托的方式獲得政府資金。第二，非政府組織活動領域與行為方式：非政府組織開展社會救助活動并不局限于某一個領域，平均每一個非政府組織的活動領域有 3 項之余；NGO 在開展社會救助活動時主要通過心理輔導、提供物資等實物救助以及培訓、研究、訓練等三種方式。非政府組織活動領域和服務方式的選擇受捐助者或領導部門的影響較大。第三，需求契合行為：大部分非政府組織所提供的服務與救助群體的需求相契合，較多的非政府組織在提供救助后進行了服務成效跟蹤和回訪，被救助群體對機構所做的服務有較高的認同。第四，救助合作行為：非政府組織經常與政府和草根非政府組織合作。合作滿意程度方面，非政府組織與草根非政府組織合作的滿意度相對最高，其次是與企業和科研院校的合作，再者是與政府的合作滿意度。
通過調查分析發現非政府組織社會救助中主要存在資金不足、專業型人力資源缺乏、政府法律政策限制等問題。由此，非政府組織應通過增加自創收入、拓寬收入來源、擴大社會募捐方式建立多渠道的資金來源；政府應出資在社會范圍內雇傭專業人士，通過專業人士培訓提高其非政府組織員工專業化程度；還應加強媒體合作加大公益宣傳。

Abstract
In the background of social transform ation in China, non-governm entalorganizations have come to the attention of the government, academia, the media and thepublic, become a research focus wi th the theoretical and practical value. Based on theperspective of or ganizational behavior, this study using the social action theory andresource dependence theory, by adopting the co mbination of quantitative and case s tudymethods to non-governm ental organizations social assistance be havior, analysisnon-governmental organizations social as sistance behavior, explore under the bigbackground of social transformation, non- governmental organizations to uniqueadvantages to participate in the social vul nerable groups assistance implementation path,and the problem s that exist in the non-gove rnmental organizations social assistancecountermeasures and suggestions are put forward.
This study on the basis of em pirical research come to following conclusions: first,the basic present situation: In the survey of non-governmental organizations, more thanhalf of the non-governmental or ganization set up within the 3,5 years, showed a trend ofgetting younger over time; Most organizations registered with the civil affairs department;NGO Aid in the range of municipal, district and county; Non-governmental organizationsengaged in fewer full-tim e staff, most non-governmental organizations full-timepersonnel between 1-10 people; E mployees have dif ferent level ofeducation .Non-governmental organizations income is m ainly rely on the government,through the way of governm ent procurement and project commissioned get governm entfunds. Second, NGO activities and behavior. NGO to carry out the activities is not limitedto one area, the average NGO activity areas was more than 3, the main field of activity forthe community; NGO in developing social relief activities mainly through psychologicalcounseling, supplies physical assistance, training and research. NGO activities and servicemode is affected by donors or leadership department. Third, demand fit behavior: most ofthe services provided by the non-governm ental organizations fit the dem and of rescuegroup, more non-governmental organizations tracking and return visit after provideservices, rescued group had a higher approval to the services . Fourth, rescue cooperationbehavior: non-governmental or ganizations often cooperation with the governm ent andother non-government organizations. The satisfaction of cooperation within non-governmental organizations is highest, the second is with enterprises andscientific research institutions, Then the government.
Through the investigation and analysis found that non-governmental organizations inthe social assistance th ere are insufficient funds, lack of profe ssional human resources,government legal policy limit problems. To solve these problems NGO can increase ownincome, broaden sources of incom e and expa nding the social donation to establish amulti-channel funding sources; The government should be paid to hire professionals inthe social scale, through pr ofessional training to im prove its NGO staf f specializationdegree; NGO should also strengthen the m edia cooperation increase public welfarepropaganda.
