摘 要

自 2007 年我國正式全面實施農村居民最低生活保障制度以來，經過 8 年多的發展，農村低保制度已在農村社會保障制度中居于核心地位。但是農村低保制度在具體執行中也存在部分低保對象確定不準確、關系保、人情保等問題，這些問題的出現影響社會和諧，損害社會公平正義。武威市是一個典型的農業城市，其農村低保制度的落實也存在很多問題。本文系統分析了武威市農村低保制度的現狀，存在的問題，并提出解決問題的對策，其主要目的是期待能為該市低保工作者提供一些可參考的意見，使農村低保制度能得到更好的落實，最大限度的發揮好農村低保制度在保障農村弱勢群體利益，保障他們基本生活，維護社會穩定等方面的重要作用。

本文以武威市涼州區作為調查研究區域，通過文獻研究、政策研究、走訪調查、發放調查問卷等形式系統研究當前武威市農村低保制度建設和發展的現狀、問題及對策。通過對文獻資料和農村低保政策的研究，對農村低保政策有一個全面準確的理解，形成對農村低保制度的概述。通過走訪民政局和部分鄉、鎮、村、組，向一線低保工作者、低保對象、群眾、領導等進行訪談、發放調查問卷等形式，收集數據，了解現狀，梳理問題，研究對策。

通過研究，本文分析了該地區農村低保制度的現狀是農村低保制度從 2007年建立以來，保障標準逐年提高，保障對象以弱勢群體為主，占比達 84%,低保資金來源主要依靠省財政撥款，申請審批程序規范完善等。存在的問題主要是低保政策宣傳解讀不到位，公示制度落實不嚴格，部分低保對象確定不準確，低保工作人員力量薄弱，農村低保法律體系沒有建立等。提出的對策主要是要加強低保政策宣傳解讀力度，科學界定低保對象，健全領導責任體系，提高低保服務水平，嚴格落實低保對象公示制度，加強監督檢查 ,逐步擴大農村低保覆蓋范圍，完善法律體系建設等。

Abstract

Since the Rural Minimal Living Security system was officially implemented around China in2007, it has occupied the key status in the rural social security system after the development ofabout 8 years. Nevertheless, there are still several issues that inaccuracy of the objects, “relationassurance” （it means that the minimum living assurance is got by those who has connections withofficials） and “favor assurance” in the system, the emergence of whose has a bad influence on thesocial harmony and justice. It is known that Wuwei is a typical agricultural city where there arealso many issues in the implementation of this system. This paper is intended to analyzesystematically the current situation, issues as well as the countermeasures of the Wuwei RuralMinimum Living Security system. Its main purpose is to provide social welfare qualifiedpersonnel with opinions for reference, helping the Wuwei Rural Minimum Living Security Systemto be better implemented and to furthest play its essential role in safeguarding the interest, basiclife of rural weak population and maintaining social stability.

This paper takes the Liangzhou District of Wuwei city as the research area to analyze thecurrent situation, problems and countermeasures of the Rural Minimum Living System in Wuweicity by means of literature research, policy research, interview and investigation, questionnairesurvey and other forms. The comprehensive and accurate understanding and overview of the RuralMinimum Assurance Policy are formed via the investigation on the literature data and the ruralminimum living standard. Through frequent visits to the Civil Affairs Bureau, some townships,towns, villages, groups, the author also collects data and analyze the status quo as well asmeasures by interviews and questionnaire surveys to front-line social welfare qualified personnel,the objects of lowest social security, the masses and the leaderships as well.

It reveals the readers the current situations that, since the establishment of the RuralMinimum Living Security System in 2007, its standard has arisen with each passing year and itsobjects are prominently the weak populations accounting for 84% of its total number. Furthermore,its fund mainly relies on allocations from Gansu Provincial Finance Office and its procedures ofapplication and approval are normative. The main existing problems are its insufficientpropaganda and misunderstanding of this system, loose implementation of announcing regulations,inaccurate objects, and weak social welfare personnel as well as the non-establishment of rurallegal system. The main countermeasures are to strengthen the policy advocacy and interpretation,scientifically determine the minimal assurance objects, and enhance the leadership. Moreover, thelocal government can improve standard of service, strictly implement the announcing regulations,intensify supervision and inspection, gradually expand the scope of Rural Minimum LivingSecurity system, and improve the rural legal system as well.
