中文摘要

摘要：城管職業道德是城管人員在具體的執法過程中所形成的職業道德意識、職業道德規范以及職業道德行為的總和。城管作為一特殊的職業群體，其職業道德核心是“權利道德”與“行為道德”.加強城管人員職業道德建設既符合廣大人民群眾的根本利益，又與建設社會主義和諧社會相一致。當前，城管人員職業道德問題越來越受到社會的廣泛關注，職業道德建設的不足導致了城管人員職業道德行為的失范，引發了一系列社會不滿情緒。本文在調查研究的基礎上深入剖析城管人員職業道德建設存在的問題及問題產生的原因，提出了加強和改善城管人員職業道德建設的基本對策。旨在為營造社會主義核心價值觀導向下的城管職業道德建設新常態，提供學理支撐和實踐參考。

全文除了導論和結語外，共分為三個部分。第一部分，城管人員職業道德建設概述。重點闡述城管人員職業道德的定義、內容、特點，并對城管職業道德建設的概念進行了界定；論述了城管職業道德建設的重要性。

第二部分，城管職業道德建設現狀調查分析。在對國內三個有代表性的城市的城管職業道德建設現狀做實地調查的基礎上，分析了取得的成績和存在的突出問題，并深入剖析了產生問題的原因。

第三部分，加強和改進城管職業道德建設的基本對策。一是確立城管職業道德建設新原則；二是完善城管職業道德教育體制機制；三是創新城管職業道德教育內容方法；四是優化城管職業道德建設環境。

本文創新之處：一是選題新；二是思路新；三是觀點新。

Abstract: urban management professional ethics is the sum ofprofessional consciousness, professional ethics and professional ethicsbehavior in the process of specific law enforcement by urban managementpersonnel.

Urban management as a special professional group, its coreprofessional ethics is “moral rights” and “moral” behavior.To strengthen theconstruction of urban management personnel professional ethics shouldboth comply with the fundamental interests of the people, and is consistentwith the construction of a harmonious socialist society. Currently, the issueof urban management personnel professional ethics more draw wideattention from the society, the lack of professional ethics construction reultsin the urban management personnel vocational moral behavior anomie,triggering a series of social discontent. on the basis of investigation andstudy. this paper deeply analyzes the problems existing in the urbanmanagement personnel professional ethics construction and the reasons ofthe problems, putting forward to strengthen and improve the basiccountermeasures of urban management personnel professional ethicsconstruction.To build the socialist core values guide the urban managementprofessional ethics construction under the new norm, provide theoreticalsupport and practical reference.

The second part is the investigation and analysis of the urbanmanagement professional ethics construction present situation, in the threerepresentative cities of domestic urban management present situation in theconstruction of professional ethic on the basis of field investigation, thispaper also analyzes the achievements and the existing problems, andexplores the causes of the problem.
