摘要

隨著改革開放的日益深入，我國社會主義市場經濟體制建設日臻完善。伴隨著經濟轉型，社會的方方面面也正發生著深刻的變革。當前，我國正處于全面轉型的關鍵時期，轉型期不可避免地出現了一些負面的社會性問題，其中，腐敗問題尤其嚴重，已經成為目前我國面臨的一個十分突出的問題，嚴重影響社會的健康、持續發展。因此，增強反腐力度，加強廉政建設也就成為擺在我們面前的重大任務，而我國目前的廉政建設與世界清廉國家相比，無論在各方面都有很大差距，尤其是廉政文化方面的建設。廉政文化建設是從文化的視角對廉政建設進行研究，既是一種新的廉政建設的研究方式，又是一種新的探索方式。因此，本文將在研究、借鑒中國古代以及西方廉政文化建設的經驗的基礎上，結合當前國情探討新形勢，對廉政文化建設問題進行研究。

本文在借鑒已有研究成果的基礎上，將從以下五個部分來探討這一課題。

第一部分：緒論。這一部分主要闡述選題的研究背景、研究意義、研究現狀、研究方法及手段、研究創新和不足，以此為研究新形勢下廉政文化建設打下基礎。

第二部分：廉政文化及廉政文化建設的相關概念。主要闡述了廉政文化的內涵、功能，形成我們對廉政文化全面深入的認識，然后闡述了當前我國廉政文化建設的概況，包括我國廉政文化建設的推動力、廉政文化建設的方式、廉政文化建設的目標，以此為下文重點闡述我國廉政文化建設中面臨的問題及解決措施打下基礎。

第三部分：當前我國廉政文化建設的重要性和緊迫性。這部分主要結合當前社會熱點問題，揭示了腐敗問題的嚴重性，以及給我國社會帶來的負面影響，從側面論述廉政文化建設的重要性和緊迫性，也點明了本文研究的價值和意義所在。

第四部分：當前我國廉政文化建設過程中存在的主要問題。這部分在大量翻閱資料、結合調查研究的基礎上，指出了廉政文化建設存在的問題，為第五部分指出解決問題的實踐措施做了鋪墊。

第五部分：新形勢下推進廉政文化建設的實踐途徑。此部分是本文的重點和難點所在，也是支撐全文的落腳點。我們將從加強我國廉政文化的理論建設、觀念建設、制度建設、物質建設、行為層建設等方面為切入點，來提出具體的實踐措施，從而加強新形勢下我國的廉政文化建設。

Abstract

With the increasingly deepening of the reform and opening to the outside world,the construction of the socialist market economic system of China is improving.

Along with the economic transformation, all aspects of society are also undergoingprofound changes. At present, our country is in a critical period of comprehensivetransformation, and the transformation inevitably appeared some negative socialproblems. Among them, the problem of corruption ,which is particularly serious, notonly has become a very prominent problem facing our country,but also influence thehealthy and sustainable development of the society. Therefore, enhancing efforts tofight corruption and strengthening the cultivation of a clean government have becomea major task in front of us, and at present, the cultivation of a clean government of ourcountry has a big gap in all aspects, compared with other clear countries in the world,especially in the aspect of the construction of a clear government culture. The honestcultural construction studies the cultivation of a clear government from theperspective of culture. It is not only a kind of new research method, but also a newway to explore. So this article will strengthen the construction of the culture of a cleargovernment on the basis of the experience of the ancient Chinese and western honestcultural construction and combining the current situation .

On the basis of existing research results, this article will discuss the topic fromthe following five parts .

Part I: Introduction. This section describes the main topics of researchbackground, research significance, research status, research methods and tools, andthe lack of research and innovation, in order to lay the foundation for the study ofconstruction of a clean government culture in the new situation .

Part II: The related concepts about a clean government culture and theconstruction of a clean government culture .This part mainly describes theconnotation of a clean and honest government culture, function so as to form thecomprehensive and thorough understanding of a clean government culture , and thenexpounds the situation of the honest cultural construction in our country, including thedriving force for the honest cultural construction in our country, the honest culturalconstruction mode, the honest cultural construction goal, in order to lay thefoundation to elaborate the problems facing our construction of a clean governmentculture .

Part III: The importance and urgency of the current construction of a cleangovernment culture. Combined with the current social hot issues,this part not onlymainly reveals the seriousness of the problem of corruption, as well as the negativeimpacts on our society, and discusses the importance and urgency of the constructionof a clean government culture from the side,but also point out the value andsignificance of this study.

Part IV: The currently existing main problems in the process of the constructionof a clean government culture. This part points out the problems existing in the honestcultural construction on the basis of a large number of data and the investigation andstudy and lay the foundation for practical measures to solve the problems in the fifthpart.

Part V: Practical ways to advance the honest cultural construction under the newsituation. This part is not only the focus of this article and the difficulty, but alsosupports the essences of the full text. We will take theory construction, conceptconstruction, system construction, material construction, behavior layer constructionof construction of a clean government culture of our country as the breakthroughpoint to put forward the concrete practical measures, so as to strengthen the honestcultural construction of our country under the new situation.
